The Counterintelligence (CI) and Human Intelligence (HUMINT) Equipment Program (CIHEP) supports CI/ HUMINT operations with imagery, commercial satellite communications, auxiliary power, automated data processing, and sensitive technical support equipment. All equipment is stored and transported in lightweight, modular, and deployable cases to facilitate task organization of equipment for assigned missions.

The standardized CIHEP software baseline provides reporting, analysis, communications, mapping, still and video image processing, and Common Operational Picture applications. The Technical Surveillance Countermeasures (TSCM) module of CIHEP provides the Marine Air-Ground Task Force (MAGTF) Commander portable equipment for counter-surveillance, counterintelligence and counter industrial espionage operations.

Operational Impact

CIHEP Family of Systems (FoS) enhances the CI/ HUMINT Detachment (CHD) ability to conduct HUMINT and CI operations in support of MAGTF missions at the tactical, operational, and strategic levels. The equipment provides CHDs with an organic capability to research collection requirements, process collected information, produce intelligence reports, and disseminate those reports securely to supported commanders and the Intelligence Community. The CIHEP also provides a robust technical deterrence and counter-surveillance capability at the operational and strategic levels.

Program Status

The CIHEP Technical Refresh program was designated an Abbreviated Acquisition Program in May 2014; with the second iteration of the effort approved in January 2017. Since the initiation of the refresh effort in Fiscal Year (FY) 2014 (FY14), refreshed components have been fielded for five of the ten Table of Authorized Materiel Control Numbers in the CIHEP FoS. The CIHEP Technical Refresh is planned to reach Full Operational Capability (FOC) in Fourth Quarter (Q) FY23 (4QFY23). A technical refresh effort for TSCM was initiated with FY17. Fielding of new suites is planned for FY18; with planned FOC in 3QFY23.
