Joint Force Requirements Generator II (JFRG II) is a Mission Support application that provides the Marine Corps the capability to conduct Force Deployment Planning and Execution (FPD&E) of force movement deployments and redeployments. JFRG II provides the ability to rapidly create and modify unit specific data and interfaces directly with Joint Operational Planning and Execution System (JOPES), Marine Air-Ground Task Force (MAGTF) Deployment Sustainment System II (MDSS II), and War Reserve System (WRS). JFRG II can receive inputs from the MDSS II, and WRS data for processing, verification and provision to JOPES.

The current JFRG II capability is a stand-alone application deployed on the Joint Tactical Common Operational Picture Workstation (JTCW). JFRG II was directed to modernize its application to be enterprise in a Letter of Clarification (LOC) dated 19 Mar 2012. The next generation JFRG II will access the JOPES database through the Defense Information Systems Agency (DISA) managed Joint Planning and Execution Services (JPES) Framework (JFW) web services and protocols to develop, refine and tailor force deployment requirements based on their assigned mission and the concept of operations. The resulting tailored/refined force deployment requirements are exported and later imported to/from MDSS II for detailed, unit-level sourcing and WRS for the sourcing of sustainment requirements.

Operational Impact

The JFRG II operational mission is to conduct FDP&E as described in Marine Corps Order (MCO) 3000.18, Marine Corps Warfighting Publication 5 series, the JOPES Manual Volumes I, II, and III, and the JOPES Reporting Structure. It is primarily used by Marines with the Military Occupational Specialty (MOS) 0511, Marine Air-Ground Task Force (MAGTF) Planning Specialist and MOS 0502, FDP&E Officer.

The JFRG II application satisfies a critical Marine Corps capability requirement to conduct Force Deployment Planning and Execution (FDP&E) in support of Marine Corps Task 1 (Deploy/Conduct Maneuver) as described in Marine Corps Order (MCO) 3000.18. Specific capabilities include:

Create, modify and delete Joint Time Phased Force and Deployment Data (TPFDD) in support of deliberate and contingency Operations Plans (OPlans)

  • Interface with unit move and logistical sustainment planning systems to identify and assign cargo, equipment and supplies to support TPFDD requirements
  • Provide a workflow with appropriate messaging service to verify TPFDD requirements to Supported Combatant Commanders via the chain of command
  • Produce reports as required.

Program Status

Post MS-B. Current program office efforts include the modernization of the legacy application to interoperability with the Joint Planning community. This effort will allow for enterprise force deployment planning and execution. MS-C and limited deployment of the modernized capability is planned for 3QFY18.
